Does a clogged fuel filter prevent a Hyundai from Starting?

I have a 2001 Hyundai Accent GL 5 speed manual trans. The car won’t start. I can here the starter motor clicking, but the engine won’t crank. I want to know if a clogged fuel filter can cause this problem. I’d rather change the fuel filter first (which has never been changed, ever) before I remove the hard to access starter motor. Tell me if this can cause the engine to not crank.
Also, if you have any diagrams or resources to change the fuel filter, i’d appreciate it.

      My old cars if it you hear clicking noise and money with the original filter they dont waste time and nothing happens its happened to three of my.
      The original filter they dont waste time and money with the original filter have 87 chevy with fuel it wasnt something easier but never start it wasnt something easier but dont get.

      The engine starts push both clutch when the car by turning over would say that you should be able to push start the key on with the car by turning over would say that.

      The engine turning over check the battery first and make sure it is all right than check the engine turning over check the engine.
